Emrukal reads: "When you CAST Emrakul, take an extra turn". Not when he comes into play, but when you cast him, meaning pay 15 mana. If you cheat him into play, with flash or anything else, you do not get the extra turn.

Awesome enabler of combos. They probably didn't think about all the "enters play" bits they might do in the future when they built this guy.

In the Hulk Flash deck, you use this to "evoke" Hulk, yes. But the card was probably intended to give a creature card "flash".
