This is what Orzhov is good at, make you pay five mana for a mediocre effect, and you're entirely happy that it's your fault. Corrupted religion at its best :D

Just like Tin Street Market this card deserves to be 4cmc. This effectively costs six to cast and I would play Martial Law over it any day of the week.

I mean it's TOTALLY terrible, you can play it late game when you have nothing else to do and it's "kind of" removal" on their best creature... Just too expensive though 1/5

This + Temple Garden/any type of forest + Arbor Elf + Sphere of Saftey
I can see a green/white/blue enchantment deck doing all sorts of silly shenanigans. The CMC is a tad high but there's serious potential for some absurdity.
