I don't feel one way or the other about this card, except that if it's meant for Limited I haven't seen anyone actually playing with it. While I appreciate common Cities of Brass, I don't think this (Shimmering Grotto) is the way to go about it. But then again, as a Pauper player I just want my very own set of common duals that don't come into play tapped. Which.. will never happen.

Great budget/limited manafixing. At common, this is decent in draft and can help even out a 40 card deck. Often it won't upset your tempo, since unlike guildgates it doesn't come into play tapped.
