One of the biggest problems with Mind Rot is that it's a dead draw if your opponent doesn't have enough cards in hand for it to be useful. This solves that problem.

Definitely a lot better than Mind Rot. One of the chief weaknesses of discard spells is that decks with them tend to get grindy, but late game when you and your opponent are topdecking, a discard spell is a pretty poor draw for you. This allows you to fix that problem just for being a little bit more color intensive. However, Mind Rot was never really that good anyway, so...
