Nuke your own Surge Node and you have a whopping 6 charge counters going somewhere! Perhaps a Lux Cannon? Or maybe 6 more counters on Darksteel Reactor?

Not necessarily. Say your running an artefact modular deck you could use this on your own creatures and in affect transfer the +1/+1 counters with out getting them killed by your opponent.

Just take a beating with Sun Droplet out then destroy it to move lots of counters to your Darksteel Reactor or Magistrate's Scepter

I wouldnt call this a situational card at all
you build a deck while keeping this in mind
use this on modular (arcbound overseer, crusher etc) and mirrodin cards that lets you pay mana to add counters to them ( gemstone array, clockwork vorrack, dragon), and use blinkmoth urn
i have had games where i gain 40 life each turn, after i have dismantle'd a gemstone array onto clearwater goblet and then opponent concedes.
now we are in mirrodin again this card is one of the few ish cards that can save indestrucible artifact creatures from -1/-1 counters... too bad it is sorcery speed still, with liquidmetal coating you could destroy a level up creature with both level up counters, and -1/-1 counters on it then make them into counters on your artifacts
