The flavor text is amusing because of the "Gotcha" mechanic from the unhinged set. 'Save', 'kill', 'spell', 'deal', and 'guy' all trigger "Gotcha" effects from other cards.

I knew someone had to make a storm crow refrence for this guy. I mean he is almost a clone of stormcrow if it wasn't for his +1 power and of course his funky ability.

I put this card in a Pirate themed deck I was working on, the deck sucks, but this is my favorite card in it.

Use with Paradox Haze. Why? Because you can.

I wonder how often people will draw a card before saying the flavor text.
@MasterOfEtherium:
Of course he's playable! He has 2 cmc!

Triggers all Gotcha abilities, but not a huge drawback for an efficient flying bear.
Now imagine a situation when a player has all of the Gotcha spells in his/her grave and the other guy has this.
"Save—"
"GOTCHA!"
"a kill—"
"GOTCHA!"
"spell—"
"GOTCHA!"
"to deal—"
"GOTCHA!"
"with this guy."
"GOTCHA!"

For maximum annoyance, it should have been "Cumulative upkeep: Say this creature's flavor text."

Wow, he's actually not bad! a 2/2 flyer for 2CMC is actually pretty good.
Although you will probably forget to say the flavor text during one of your turns more times than not.
And it does trigger almost every "gotcha" ability in the set.
But who cares? At least you can annoy your opponent into using a kill spell, if not deal some damage!

Normally saying flavor text wouldn't be much of a cost, but this Parrot is perfectly aware of the Un-Metagame. Are you?

According to the rules listed in this link, this card is useless for those with speech impediments.
Ironically, some of the the gotcha rules are still okay in sign language.
