The tapping effect doesn't require a tap in itself, therefore it's powerful. Besides, there's no limit to how 'few' you need to remove per use, so it's like a storage house for 'taps'.

@EnoZero: No, because Waxmane Baku's effect cares about the type of the spell, whether it be Spirit or Arcane. Lingering Souls is just a Sorcery. Just because it puts spirits into play does not make it a Spirit spell. It would need to have Spirit or Arcane in it's type line (saying Sorcery - Spirit or Sorcery - Arcane) for the Baku's ability to trigger.

if it had flying like today's tapdown spirits, this would be 5/5 no doubt. not that you couldn't tap down every creature able to block anyway, and if this was this good for common, could've easily been flying at uncommon too.
