The art is awkward in the magic card frame.

Persecute can destroy monocolor decks and effectively hinder multicolor too.
Remember, the color is named on resolution, not on casting.

Use this, then hit them with Crosis, the Purger. If you have the mana for it (Not hard, only 1 more than playing Crosis. You just need {B}{B}{B}, but that's still not difficult), you can kill two colors from their hand.
Or against monocolor, if they manage to make your Crosis more interested in his bellybutton than the enemy, then you can simply hit them with this.
If you are in multiplayer, you can swing at one person with Crosis and hit the other person with this, too.
...It is totally meant to go with Crosis.

I remember when this card typically resulted in exasperated sighs and concessions.

I'd hate to have this card dark ritual'd out on turn 1 or 2 against me while I'm playing a mono-colored deck.

Given black's difficulty in dealing with anything that isn't a creature, discard is one of the best ways to get around this weakness. And this card? Worst case scenario, you get rid of a few cards, none perhaps particularly frightening, but you also get the chance to look at their hand and anticipate what they might do.
