They probably had many iterations of this card before it was considered for print, and ducked out of having a 3/3 exalted in monoblue (a 4/4 on the attack) at common for drafts.

I hope the blue exalted creatures won't be as overcosted in M13 as they are in Alara Block.

Unfortunately monocolored creatures requiring a single blue mana with a cost of two or more which are supposed for aggro use were never allowed to be really playable. Serendib Efreet might be an exception, but this one certainly isn't.
