I dont think people understand WHY this card is so good.
in combo situations its drawing you 5 deep each and every time because you are always able to get the combo piece you need out of the 5.
a lot of the time you get even more than that.
the card is actually broken, it will never see reprint its just too good.
the card creates situations for your opponent where unless they play at a very high level they are blown out, which isn't fair when dealing with a single card.
also it doesnt reward skill on the casting player either.
make it 4 cards and a sorcery and it would see standard play.

Right place at the right time. I don't know of a great many blue decks which still actually use this. But hey, it's still a good card (even if it's not an all-time great card) and there's no denying the impact it had or its importance in Magic history.

Let's see:
1- CMC 4 - Just one blue mana. So you can splash it in every deck with blue.
2- Your opponent choose, so you can tell what he can deal with and what he cannot.
3- Type Instant - Anything else to say?
This card gets better with a bad opponent; in the WORST of the case, you are drawing the BEST card of the top five. In the BEST case, you draw FOUR cards.

When the person playing this isn't running a broken deck that gives you no good choice for piles this card makes for a fun little side puzzle. Wonderful design.
