Could be a decent sideboard card in a Mono-blue or near mono-blue Standard deck since there's a lot of wicked things out there with green in it, but why not just have FlashfreezeandEssence Scatters?

Bounce spells have always been a bad idea. They are weaker than final effects like white removals or black creature destruction and are always weaker than counterspells. Therefore aren't used that much beside in limited. In addition, blue won't be able to use it on their own creatures, because nearly all blue creatures suck or have tap abilities.

Also bounce spellls are especially useful against any cards that do have drawbacks when they come into play (f.e. sacrifice a creature/ discard a card/lose X life f.e. Vampiric Spirit, Avatar of Discord or Hidden Horror) and are very potent, if mana is created through instants or sorceries.... and since both black and red are the colors that fit best, the opposite color should use bounce effects... so it's white.

And the best of all, it's peaceful. Noone is harmed!

White could use it on their own cip-bonus creatures and blue can use counterspells to handle green creatures... (see all)
