Actually, when I saw this art the first thing I thought of was the Time Spiral block counterspell that does the exact mirror of this:
Counter target spell. That spell's controller discards a card.
I mean-look at the art, and that flavor text? I think this should have used discard instead of draw, because this legit would f*kin scary to have cast at you.

This card REEKS of chaff intended only for limited.

Weak, but if you're planning to counter spells in limited, it's a good bet that you'll get value out of this spell.

Commander review: as said by others, it's strictly worse than exclude. The good counterspells in Commander can either counter anything, or draw you a lot of cards, or shuffle the opponents commander into the owners library. This card does nothing like that. It's simply overcosted and narrow, and especially with Exclude beeing available in Commander, this card is pointless in that format.

It's hard to build a control deck in limited, and aggro decks probably don't want to hold back 4 mana.
