You guys are missing the point - back in the day, people loved some Sleight of Mind, and this could easily tap out the enemy's creatures for BlueBlue for a fatal swing. There was also the possibility of splashing some blue (dual lands anyone?) to hose blue in non-blue decks. It just required a bit of thought to realize the potential of this card.

This is intersting, its a blue card that I'd only ever use in a blue deck if I had Painter's Servant in play to make all creatures blue.

...why? Maybe if was green or red creatures or something, but blue? How often would you need to tap a bunch of blue creatures? Especially if your yourself are running blue? Baaaad...

Okay.

Works with the generic, that one blue spell that changes a spells color word(Oh. Looks like someone mentioned it) or Painter's Servant to make everything blue(ouch). Perhaps that one card that I think destroys all (un)tapped creatures at the end of a turn?
