The picture fits the flavor. The player has conquered either a Forest, Plains or Mountain territory, and now their Spoils are the subjects of that territory giving tribute. 3 Kingdoms is the only set that really changed the underlying theme and metaphor of the cards, from a fantasy world to a historical one, and it did it as well as it could have.
