"Conclave" is apparently code for "overpriced", since both this and Conclave Equenaut are among the weaker cards in Elspeth's repertoire. Tapping your guys and gaining life is exactly what she doesn't want to do when trying to beat Tezzeret down quickly.

5 mana for a 2/4 is terrible. Gaining 1 life per creature can be decent in the right situation. So basically this card is junk which makes you build around it, for a meh effect.

Would be amazing with flash, but as it kind of crap.
