Seems solid, however Shattering spree doesn't have either restriction...

5/5 JUST CUZ IT HAS THE SAME NAME AS THE NEW IZZET MECHANIC

AND ALSO, CALLING IT NOW: IZZET ENCHANTMENT: "INSTANCE AND SOCERY SPELLS YOU CONTROL HAVE OVERLOAD, THE COTS IS EQUAL TO ITS MANA COST.
