Not necessarily. This could be better in a mill deck. Also, in multiplayer to benefit allies and/or play politics. Or in Underworld Dreams style decks.

It is, however, worse in a typical duel situation but just not every one.

You should make your own card game. It would be just like magic, but the color pie would be terrible, and most the cards would either be unplayable or broken.

I'm not sure who's the worst of the trolls. Cheza, or Master of Etherium.

White doesn't really do card draw. Blue is the primary, green is the secondary, and black gets cards in exchange for life.

Cards like Puresteel Paladin and Mentor of the Meek are pushing to boundaries of what white can do with card draw, and they're still both very conditional.

Clearly this card should be blue, and as a blue card, it's awesome. Instant-speed draw is nothing to sneeze at.
