This might come in handy in some sort of 
stomp/control deck. Blue always likes knowing what's in people's hands.
If I see someone play this, though, I might be inclined to keep a bunch of lands in my hand to up the chances of them paying four mana to activate an ability that accomplished nothing besides letting them see I have land in my hand.
Now, this could make for an interesting ability on a future planeswalker card.

When calculating the "converted mana cost" of a card, X is always zero. So for example Genesis Wave has a CMC of 3.
