I used to have a mono-blue permission deck. Four of these really helped me thin out my enemys creatures and where usefull for chump blockers. My favorite use of this card was when someone played Boldwyr Heavyweights in response to its ability I picked this creature out of my deck, he played it three more times, each time I grabed another Man-o'-War.
Sadly these guys don't see much play by me anymore, but thats not to say that they aren't great.
They are a good solid creature that shows you what blue is all about.

Runs into some serious competition with Æther Adept, which has a much more useful tribe for blue, but still has its place. And it edges out Æther Adept in any multicolor deck, including the very fun and very comboable Venser-centric decks.
Really do wish it was beast-type though for combos with Æther Charge.
