Can make all the difference in many situations. Against Aggro it forces your opponent to limit how much they put out, lest they risk losing it to upkeep. In a mirror match of blue control it's not uncommon for them to run a few creatures. If you don't have any out, this will lock up enough of your opponents mana to really make a difference.
Run with Armageddon to clear your opponents board, and limit any expansion.

So-so. Maybe a little better than Magus of the Tabernacle because it doesn't create an upkeep cost for itself, but I'd rather have a hefty Magus around to block or beat with.
