Yeah, but two terminates = two cards in your hand, and when you're running discard on yourself (since this is a Rakdos hellbent card), its nice to have two functions on a single card.
Don't get me wrong, I would never run it, but it's not terrible. Just mediocre. It would be terrible if it were a sorcery.

yeah this is good in hellbent, since you can topdeck it in one draw, since you prolly wont draw two terminates in one turn in a RB hellbent deck

I agree - awesome in Hellbent, horrible elsewhere.
And nowhere near as good as 4e D&D's "Twin Strike". For shame, MTG, I expected more.

It actually found a home in my EDH Kaalia of the vast deck for awhile. I ended up going for a field wipe in the slot eventually. But it was nice since that deck is so aggressive empty hands are common.
