It's not supposed to be a combat trick per se, and it's actually an interesting effect for one. Play this then earthquake. Play this then pyroclasm. Play this then wildfire. It can make cards that are supposed to effect everyone equally ridiculously one-sided.
Finally, you can play it before you swing to force bad blocks out of your opponent. Very strong with high power low toughness cards, or against a 1st strike or deathtouch creature.
Certainly not a 5-star card, but interesting enough to be 3 stars.

Smallcat nailed it on the head, you don't use it for defense, you use it in conjunction with damage sweepers.

Use with Bloodfire Dwarf or Bloodfire Kavu. You'd still get hit but at least they wouldn't wipe your 1/1s
