The ability is useful for cards like Cerebral Eruption. Then again, so is the ability of Psychic Surgery.

it has its uses i guess, but the card is too expensive just for the creature itself, you would need to have a reason for the ability besides just for the heck of it. Even if you did need to use the ability, there are cheaper ways, making this guy fairly redundant unless you need the ability AND tribal. Basically, he isn't exactly bad, but he's not good either. decent in draft i guess though, as substantial flyers are always nice and he isn't too overcosted for that format.

The point of this card is to spam its ability to annoy your opponent and then get kicked out of the tournament for Slow Play.
