I think, for this card, "Using it wisely" consists of not flinging every Bolt you draw at your opponent's face instead of playing creatures.

Or you could just play nothing but direct damage and cackle as your opponent's hand fills with wasted creature hate while you bolt their dome!

This card requires more strategic thought than any other. Do you bolt the enemy first turn, or do you play Mons's Goblin Raiders? The answer is that you don't run the Goblin Raiders and you bolt the enemy.
