Except its neither of these. At all....

This is a great card, and I wish P3K was more available. This would be great to not only fix your own draw, and/or set up some graveyard trickery, but screw over the opponent as well. Solid card

Im honestly surprised ppl havent comment how good he really is. If this was reprinted out of portal it would make a huge scene. He is way a head of the powercreep for his time
