but i'd actually not compare it to Sage Owl, more to Talas Explorer or Ingenious Thief...which, again, are both portal cards.
yet as you already pointed out, considering that this one is an effectively unblockable 1/1 for which even has an additional little cip/etb effect, i'd at least give this card a rating of 3.
there aren't many, but a few playable Portal cards.
plus, it's a blue Soldier - boojah!

Funnily enough, the great majority of great Portal cards came from Three Kingdoms. As another has said, Portal Three KIngdoms is, despite its faults (I.E. dumbed down card text and omitted mechanics because WotC thought for some reason that new players were drooling idiots at the time), one of the most well balanced and flavourful sets in Magic: The Gathering's history.

Horsemanship, AKA "you're a freakin' NERD if you have something to block this card", is actually this card's top draw. Other than that, it's Sage Owl with antiquated, vaguely-Asian artwork.
