This works well in a LD-deck, because you can force them to use their mana during their turn so that they cannot response to your LD or bounce spells.

He could in response draw all the mana from his lands, which would last until the end of his upkeep. So yes, he can play spells, but only at instant speed, or if he drops a land later in his main phase.

Look, it's the anti-Candelabra of Tawnos!
This is super powerful.
Not only does it lock out their mana,
it can actually make crap cards like Psychic Venom and Kudzu (slightly) useful.
Very cool artifact- I'm surprised this wasn't in Planar Chaos,
given how it's a "twisted" Candelabra.
