If you take out the orc-like cowardice conditions, it's comparable in power to the big red hitter of the day, the Shivan Dragon. A 6/6 trampler for 3RedRed vs. a 5/5 firebreathing flier for 4RedRed. Unfortunately, this was Fallen Empires, and nothing was allowed to come anywhere close to that level of power.

However, this is a 6/6 creature for five. One of the most efficient red creatures printed in the earliest years of Magic.

There are far better 5/5 creatures for six, and most of them can attack regardless of what small creature the opponent has.

Not great, but at least he was aggressively costed for the time, so the drawback made sense.

Why is it so blithe to attack? Because it looked 17 years into the future and saw the existence of Thundermaw Hellkite. This filled it with such an indifference that it doesn't bother doing anything for you unless it's small.
