The buyback is just way too high, otherwise very good

I'd rather have Ponder.

Funny thing about Blue.
This is the worst 'draw spell' I've ever seen. It's not even the best cantrip of all time.
And yet Randy Beuhler saw fit to use 4 in Draw-Go, a deck which is now immortalized in Gold Border as World Championship worthy.
So, what I take from this is, Blue is an ***, and
UU: Instant
Flip a coin. If someone other than you or your opponent notices the flip, and calls it correctly, draw a card.
Is in fact a broken a card.
No, seriously. Krark's Thumb. There is no such thing as a bad instant speed draw spell. There might not even be such a thing as a draw spell that's not broken.
Play Blue/x, Red/x, or go home. there's no room for non-red, non-blue Magic decks anymore. Even if you're pulling something like G/B/u Rock, its probably that u that pushes your deck into Stupid Land more than the G or B.

I agree, the buyback is waaaay too high. Even for casual this is just a wasted slot.

The buyback should have been to simulate Azure Mage. If not, at least don't make it ...

It's just end of turn. If they didn't play anything you needed to counter, draw a card. If you desperately need a card, it pretty much cycles for U.

Any infinite mana combos of your choice and you can draw your entire library (and assuming you have infinite mana, you will then play everything). Storm!

I need to pick this up for commander. My deck generates mana so efficiently that I can Capsize three or four things a turn, so I'm sure it'll be useful there.
