This is an incredible draw engine because it can be used over and over. In a counterspell heavy blue deck, you keep your mana open on their turn, and if they don't play anything you need to counter, then you cast this with buyback at the end of their turn. Every turn you don't need to counter something or have sufficient mana, you're drawing an extra card.
