I fail to see the reason for the low rating. He has the same cost and ability as Crafty Pathmage without the restriction on the unblockable creature's Power. The only drawback is his legendary-ness.

It's rated so low because all the art and font of Portal Three Kingdom series looks like Magic Jr.
That's J.V. format, Bush league, stuck in the netherworld between Pokemon and Yu-Gi-Oh.

Interestingly, this is the ONLY creature in mono-blue, that can turn ANY other creature (as opposed to only creatures with 2 power or less, or only Merfolk creatures) unblockable, for NO additional mana. Ethereal Usher and Jhessian Balmgiver come close, but, then again, Ethereal Usher requires one 
for its ability, while Jhessian Balmgiver is multicoloured. I'm really surprised they haven't printed an equivalent creature to this one yet, to be honest.
