My Inktreader Nephilim deck used this guy to to get red or white. It did it's job good enought.

I think this could be more useful if the activation cast was anything BUT green. If you're already running green...
Birds of Paradise, Utopia Tree, Gemhide Sliver, Harabaz Druid.
All of those cards cost LESS than this, and don't require a sacrifice. I also didn't include any colorless options, and these are all accelerators not fixers. If you opened those doors, my comment would be too long to read. Maybe the fact that it's a faerie means something, but meh.

Usually if you need a land in blue, you just try and draw into it. Obviously, this is viable in multi-color blue decks that probably don't include green.
