I was looking through my older cards from Timespiral, and after reading this card carefully, I realized something about these store-lands. Their third ability doesn't cause them to tap, and you can use the colored mana it produces from the the storage counters to tap and add another storage counter afterwards. After the initial mana investment to get a charge counter or (not difficult at all with any sort of ramp), this can become a handy and non-bank-breaking way for a deck to ramp up with other colors, especially if you like fiddling with mana-fixers.

Each Time Spiral card was an homage to at least one previously printed card.

This card is part of a five-card cycle referencing the various kinds of "storage lands;" the first were in Fallen Empires (Icatian Store, et al) then tried again in Mercadian Masques (Subterranean Hangar, et al). This cycle became easily the most successful, finding a way to make the 'storage' part of the land less-clunky, promoting some entrants in this cycle to appear in tournament-caliber constructed decks.

If you've got a mana-engine going (especially one with land-untapping), these storage lands could be used as a place to stoe unused mana. Even better if you are running Doubling Season.
