The problem with many suspend cards is that your opponent can play around them (Phthisis, I'm looking at you). Not so with Plunder...you can pretty much count on killing a nonbasic land or color/mana screwing your opponent with this, if not smashing a decent artifact instead. Just not a stellar card.

I actually used to run this, alone it is not such a great card but I really got a kick when the other guy got really woried when I suspended it. His sideboard tec was to use shivan sand-mage and timecrafting to keep the suspend counters on it, all the while my avalanche riders were destroying him.

That's why it's pivotal to use something that removes counters for a low mana cost or simple taps.
Land Destruction is too expensive to use without accelerators anyways so by turn 4-6 when you're playing LD, this card is completely fine. Played at turn 2, you smack a land at turn 6 if not earlier.
If anything else, the opponent wastes time and mana on this pesky little piece of crap.

Land destruction was increased from 3 mana to 4 mana to prevent a total lockdown, if you're going first and use a mana acceleration on turn 1 (f.e Sol Ring). In this way, you were able to destroy the only land your opponent controls.
This card however is awful. Even with a Jhoira's Timebug or Rift Elemental, you can't reduce this to an acceptable delay. So either should they have reduced the suspend counters by 1, allowing some turn 3 tricks with Fury Charm (that wouldn't be that hard for a 2:1 ratio) or they should have limited it to nonbasic land destruction instead.

You drop it early to scare your opponent into not using his good lands or artifacts, then sneak in and smack 'em while they're looking at the shiny spell.
I know a spell that requires a bit of thought might be lost on some players, but common, removal this versatile is well worth celebrating.

Targeted land destruction with Suspend is about the worst idea since Banding. You play a LD spell to keep the opponent off a color or critical amount of mana, and thus gain an advantage in tempo. If you wait four turns for the stupid thing to go off, your opponent has probably had ample time to find more mana and drop his hand. This is way too slow to be anything but terrible.

While you can still suspend it to prevent your opponent from playing a key artifact for a few turns, you can also hardcast it to destroy whatever is bothering you at the moment. Versatile!
