Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
This Sliver is referencing Reparations.

Poor man's Crystalline Sliver. However, I prefer this because it can be used with Crypt Sliver and Magma Sliver still. And as one great Sliver player once said, there are only two kinds of Sliver decks: Magma, and Crystalline.

By the way, having multiples isn't redundant. A targeted sliver will trigger this ability for each copy of this sliver in play. :D

This card to me is BETTER than Crystalline Sliver: if you have two of them you draw TWO cards every time a sliver of yours is targeted by opponents; this makes opponent think twice before removing one of your slivers, since you would probably draw two of them...

Nice alternative to Crystaline Sliver. Your opponent can kill a sliver, but it'll probably make you draw another sliver.
