Each Time Spiral card was an homage to at least one previously printed card. Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card card, with nearly all the gold slivers referencing past enchantments.
This Sliver is referencing Fires of Yavimaya.

Like its ancestor it's a house of a card. Obviously doesn't work with crystalline sliver, but this is the kind of guy you want with dormant or magma slivers anyway.

Unfortunatetly, it targets Slivers, so if Crystalline Sliver is in play, you won't be able to use it's ability. Haste is always good, but Heart Sliver is cheaper and requires only 1 specific mana...

This is great for a Sliver commander deck, you can never have too many hasty slivers.

Too bad that there was no spell that would put blank sliver tokens into play (like goblin's empty the warrens), so you would have something that you wouldn't mind sacrificing.
