This card is referencing Mawcor as seen in its 7th Edition printing.

Requiring only a single blue mana in the casting cost, having Morph and also being able to surprise your opponent by turning it face up and shooting, i think it's slightly better than the original Mawcor.

Interestingly, the completely different, but original Tempest artwork was neglected and Wizards decided that Mawcors had to look like that seen in the 7th edition artwork.
