In casual play, Glasses of Urza are fun. You can really pester your opponent with them. Gaussgoat mentioned using them in a control deck, so you can most effectively use your removal and counterspells. This is true, but the Glasses can also be used effectively against control decks (I might just hold off on playing my Craw Wurm if I know my opponent is holding a Terror in his hand, and I won't hesitate to cast that 9 point Fireball at my opponent's head if I know for a fact that those two Islands he left untapped were only a bluff since he has no counterspells in his hand.

The low casting cost on this artifact means that it can definitely be useful. For control decks, it is a free chance to see what the other guy has coming, or what you can Counterspell.

It is also a nice choice for combos involving artifact bounces or replacements, including Master Transmuter.

You can also use this to mess with the stack to psych out combo players. There are a few combos that will fizzle if you forget to keep the stack going.
