Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.

This Sliver is referencing Crossbow Infantry, even referenced in the flavor text!

Underrated I think, though not exactly fantastic. Often in the early game you don't want to block with your slivers so that you can start doing broken stuff, and you can still declare them as blockers and then use this ability. Also good against Ball Lightning and such.

good deterent if you have a lot of slivers out, and your opponent is running a weenie deck, also good with vampiric and fungus slivers

This guy was actually one of the more annoying slivers my friend had in his sliver deck. The ability to turn all your slivers into removal is pretty powerful. Not game-winning on its own, not the strongest sliver ability, but still a pretty solid utility.

Extremely solid, and a game-ender if the opponent is reliant on attacking with one or a few big creatures.

excellent synergy with fungus, especially if you have multiple copies (of fungus that is)

One of the weaker slivers. Only good if I already got a lot of them in play. And when I got a lot of them in play, I want to attack with them, instead of keeping them untapped to kill possible blockers or attackers.

Not worth putting in an aggro Sliver deck, but ought to be good in a U/W control Sliver deck I'm working on.

Surprised this is rated so low. Granted, it's not that great for the "dump my hand of pump slivers" deck, but for a more control-ly sliver deck, it seems awesome. I'm imagining dropping a few slivers including this and Necrotic Sliver - who would ever want to attack into that? Chump a few dudes, tap to destroy a few guys, and toss the chumping slivers to destroy more creatures.
