Each Time Spiral card was an homage to at least one previously printed card.
This card is part of a cycle to show off the newly keyworded "Flash" mechanic. The viashino are a race of lizard men with ancestral ties to dragons. The flavor text references Viashino Bey, the tribal leader of the viashino on Dominaria. They first appeared in Mirage on the card Viashino Warrior, as well as Zirilan of the Claw and Hivis of the Scale, both of whom were beys.

Could've been better if it had first strike itself or if it merely costed RR rather than 1RR.
I think that the lack of first strike adds to the flavor and with flash, allows the card to have more thinking put behind it(not a lot, but some).
It probably would've been cuter to have blue flavor splash itself in and give this scry 2 with 1RR or RR for a (1/1). But I sort of like it's current ability, if only it were cheaper.
