Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
This Sliver is referencing green's many spiders, such as Canopy Spider which have reach, along with the body typically associated with green's iconic two-drop, Grizzly Bears

Vital if your Sliver deck isn't using Blue. That might sound silly, but with so many types of slivers available nowadays a lot of people are running Sliver decks at less than five colors.

Comparatively few slivers grant flying, so this is welcomed. Also well worth running even sans any other slivers.

A Sliver bear which grants reach? Might not be game-breaking, but that's a sweet creature design nontheless.

Efficient, which is perfectly fine in a tribe as supported as slivers :P

Comparing P/T with its cmc this one is a bargain, good for defensive playstyle, or when you can't find Winged Sliver to deal with Flying Men.

awesome sliver, all your defending slivers (the ones not worth attacking with), have good blocking (2/2 for 2, and reach, who has that and the tribal abilities) serious fear

limited usefulness, but good efficiency (for a sliver)
