Lack of foresight. I think Wizards felt obligated when they printed Tarmogoyf with a line of text stating that Tribal was a supertype even though clearly it would make more sense as a subtype (or if it were just dropped and spell could just have creature types).

Awesome when combined with Sunder, Hurkyl's Recall, Reduce to Dreams and the like, Evacuation produced mixed results (except against tribal decks). Doubling Season produced optimal results (as usual >_>)
Against burn decks, forcing your opponent to draw lots of cards, then naming instants might work.
Very hard to use on it's own, like most thing in the Ravinca block.

Only playable if you play with the same people most of the time, and or you know your opponents decks well. Not really even sideboardable for a token deck, and definitely not tournament worthy.

By the time you have four mana to work with, even in green, a good deck is only going to have five cards in its hand at most. And a good guess, against a predictable deck, would only get three cards. Six weenies for four mana is decent, but far too much uncertainty. And its a dead draw late game or against madness. Not worth splashing for Telepathy .
