Thousand year elixir 5 through 8 so to speak. Or third copy for my EDH decks(second being the fatestitcher). This seems failry potent, and its cheaper mana cost is certainly not irrelevant.

Its essentially a budget elixir in more ways than one.
The haste thing on the elixir though, that is something to be envied.

Sigh, wish it didn't require mana for activation...
Given that this card doesn't do anything by itself and is made to be combined with something different, it would still have been far from broken as 
-Mana artifact which requires tapping only. Greatly interesting and definitely useful in lots of Johnny decks maybe, but still not broken nonetheless...
Like that, i'd rather play Thousand Year Elixir instead.
