You don't ignore color for "strictly." If you compare a 1/1 for B and a 2/2 for B, where neither have any abilities, and no relevant creature types, the 2/2 is better. This card is worse than Storm Crow for sure. But it's not strictly worse. Mono black, and black + any non-blue color, would not use this over Storm Crow.
Comparing Storm Crow with Sea Eagle would be a case of strictly better.
