Having no maximum hand size is good. As Gauss mentioned, it combos nicely with Ivory Tower. Add in a Howling Mine or some other kind of card draw for even more fun. Being able to redirect discards to the top of your library is a pretty unique ability and could come in pretty handy against a discard deck, though I've never been a fan of returning stuff in my hand to the top of my library. This stunts tempo like nobody's business.

Why is this currently rated 3/5? I know it's a bit techy, and specific to certain decks, but I can think of very few artifacts that do SO MUCH for ONE MANA.

Name seems more fitting for a Land then an Artifact. Would work for a Fortification, though.
