Hillarious that this thing is still being made. It saw very little play when I was playing back in Revised, and now there are much better options. Onyx Goblet is a better way to ping someone now.
In the days of revised, the list of things that did 1 damage per turn for no cost was enormous... Wanderlust, Prodigal Sorcerer, Relic Bind, etc.

This can hit creatures, so its in a totally different class then most of your list. Also its not a creature, so its removal resistant just because of that.
But if your opponent has no X/1 creatures in his deck, this card becomes worse. Its okay when your paying 3 mana to take out a pest, but as others have stated, there are better ways of doing this.

Reprinted AGAIN in M14. Which is also its 14th reprint. I think maybe there is some sort of bet to see how many times they can reprint this card.
