Every card in Time Spiral was a throwback to at least one previously printed card.
This card references Ancestral Recall and is part of a cycle of rares featuring the Suspend mechanic and having no mana cost, forcing you to suspend them as the primary way to cast them. The cards all callback to one of the color's most powerful spells ever; the others are Restore Balance, Wheel of Fate, Hypergenesis, Living End, and Lotus Bloom.
As these cards have no mana cost, they must be suspended to be played from your hand, but abilities such as Cascade treat these cards as if their converted mana cost is 0, allowing you to skirt around suspend and play them immediately!

202.3a The converted mana cost of an object with no mana cost is 0.
Because of this rule and the fact that Ancestral Vision can be cast via alternate means such as Mind's Desire, you can in fact Cascade into this and draw 3 cards.

I understand that the new color indicator system invented in Innistrad allows for the exclusion of the line "~this~ is blue," but there has been no indication added to the oracle database. Anyone looking up this card could assume that the absence of this line means it is no longer considered blue due to errata or a rule change. Is there any intention on actually the adding the indicator to oracle?

A great card, balanced version of Ancestral Recall. I used to play it with Izzet guildmage in my Izzet or Grixis decks: for 6 cards is insane!
Bad if you draw it in the late-game...

While certainly very powerful, suspending a card broadcasts to your opponents that you are for sure foing to cast a spell on a given turn. Which causes the Standstill player to chuckle.

Why do people say these suspend spells have no cost? No converted mana cost sure, but they DO cost something.
You have to pay U to suspend this card.

This card in conbination with Niv-Mizzet, the Firemind can do 3 damage for 0 cost. You can deal 5 damage to a player if you onaly tap Niv-Mizzet but you can practically do 8 damage if you attack with him. You draw 4 cards in all(that is 3 from Ancestral Vision and one from you draw step) that is 4 damages done onaly by Niv-Mizzet's ability and another 4 if you successfully attack.
