Each Time Spiral card was an homage to at least one previously printed card.
This card is referencing Library of Leng and likely Jayemdae Tome.

Love this card in edh, draws me a bunch of cards as the game progresses and easy to cast when you have a little mana to spare.
The "unless something weird happens" part would be in case you have an "if you would draw a card"-effect active. Also, something like Chains of Mephistopheles, for example, could get rid of the card before you draw it ;)

Well, there's always the idea of graveyard recursion. I think that, activation cost aside, this card could do well with a dedicated strategy.
Think outside the box, people. Not all cards are built for draft or are meant to be obviously tournament worthy.

Nobody's commenting on the ruling text?
"Unless something wierd happens, this card does what it says it does"
I found that hilarious. Also, Jayemdae Tome is so good, and this is 'as good as' if you really value concealing your draws and 'better than' if you like paying your cards fast.
I don't see why this doesn't rate at least 3 stars, and its usefulness in EDH ought to be worth a little more love. Not every card can be a super bomb, and this one does its job fairly well I think.

Yeah, sometimes wizards baffles me with their ability costs. Did they really think drawing a card with a potential drawback was worth 4cmc on a 2cmc artifact? I think wizards gets so worried about colorless card drawing that they invariably overcost it so that no one plays it.

EDH is a format abbreviation, called Elder Dragon Highlander, referencing I suppose the Highlander film. Basically you pick a legendary creature and use it as your "general", and you can only play cards that share a color with it and colorless cards. Furthermore, you can only play one of each card, period, and the decks are 100 cards minimum if I recall correctly. So in an EDH deck, this card would basically be a guaranteed recursive cantrip.

But still, at the end of the day it is at best "pay 4, tap: draw a card"
