In the past, Bad Moon always took a backseat to its counterpart Crusade, because black didn't offer the same kinds of creatures white did. In order to make the most of Bad Moon, you need lots of creatures. Generally, the best way to do this is to fill your deck with small, low mana cost black creatures. In Magic, this is called a weenie deck. Back in the days of Revised, black didn't have a lot of efficient creatures to support playing Bad Moon. There was Will o' Wisp and Black Knight, but it wasn't until Fallen Empires gave us Order of the Ebon Hand and thrulls that Bad Moon became really useful.

cool name. one wonders if its mana cost differs from crusade because white had more efficient weenies?

probably my favorite card. Creepy flavor for a creepy effect, and there are undoubtedly a number of uses for it in modern black decks. 1 or 2 of these in scavenger decks, or along side black cats, ravenous rat, and underworld dreams has always been one of my favorite typical core black deck strategies.
