I think he fits better in some kind of oldschool swampwalk deck with Bog Wraith, Filth and such guys.
He can act as Tainted Well (which I prefer to Evil Presence because of the cantrip) numbers 5 to 8. The upside is that his effect can't be Naturalized.

With the advent of the Eldrazi, this guy no longer has the title of Best Creature Revived From A Eye Based Prison(Eye of Ugin).

I love when old cards are referenced! The "tomb-eye" seen in the art is Cyclopean Tomb

Each Time Spiral card was an homage to at least one previously printed card.
This card is referencing Cyclopean Mummy and Cyclopean Tomb. Its a Giant because its twice as big and twice as expensive!

The land alternating ability might be useful in some cases, e.g. along with Zombie Master, but getting removed from the game is rather a drawback, also because there are a bunch of tribal zombie card that could make use of zombies in the graveyard like Lord of the Undead or Soulless One.

There's something very queer about this being a "Creature-Zombie Giant" rather than "Creature-Cyclops Giant".
